Answer

Yes you can.

Most mounts will have very little tracking error in Dec if properly polar-aligned.

NexGuide has settings for Dec aggressiveness and backlash. Set these to zero to effectively turn off Dec guiding. RA guiding will continue to work and send signals to your mount.
